Debt related to capital assets refers to the amount of debt raised to acquire or construct the government's capital assets. It is calculated by subtracting the "net investment in capital assets" from "capital assets," both of which can be found on the "Statement of Net Position" in the Annual  Comprehensive Financial Report (ACFRs) for the city or state.
