Grants and contributions are funds or resources provided to a government by the federal government (most commonly), as well as by state or local governments, nonprofit organizations, or individuals, usually without expectation of repayment. These funds are typically restricted to specific programs, services, or projects. Federal grants constitute the largest share of grant and contribution revenues reported by state and local governments in their financial statements, reflecting the central role of federal funding in supporting core governmental functions.
