This variable reports the annual change in Truth in Accounting’s calculation of “Money Needed (Available) to Pay Bills." It provides an alternative check on state and local government progress in “balancing the budget.” If a state or city government has truly balanced its budget on an accrual basis, the Money Needed to Pay Bills should not be increasing.
