This data comes from the National Center for Education Statistics (NCES) express table entitled "State Revenue per Pupil."  According to the NCES glossary, "Total revenues per student are the total revenues from all sources (tr) divided by the fall membership as reported in the state finance file." All sources of revenue include federal, state and local revenues per pupil, and in some cases, intermediate revenues, which come from "educational agencies that possess independent fund-raising capabilities and that operate between the state and local government levels."
