This data assigns a 1 to a state if it was deemed a "Right to Work" state by the National Right to Work Legal Foundation, and a -1 if the state is not a "Right to Work" state.  In 2017 two new states, Missouri and Kentucky, passed Right to Work Laws, bringing the number of states with such laws to 28.  The National Right to Work Legal Foundation includes the following note: “State laws are in a constant state of flux.
