Truth in Accounting evaluates the financial condition of the top 75 cities in its annual "Financial State of the Cities" report. The Taxpayer Burden™ or Taxpayer Surplus™ of each major city is calculated and then all cities are ranked from #1 to #75, with #1 representing the city in the best shape and #75 the worst.
