Connecticut’s income tax: Where did the money go?

“'Non-functional' spending by state government saw the biggest increase since passage of the income tax, growing 174 percent over inflation between 1991 and 2014. This spending category includes pension costs, retiree benefits, debt service, and some payments to municipalities. Debt payments make up a large share of the non-functional spending increase, according to the study.”
