“Also this week, there was an intriguing report issued by the free market think tank called The Bluegrass Institute for Public Policy. … the report states that a big part of the reason why Kentucky's pension system funding problem has spiraled out of control is due to the way the system calculates benefits. The report contends a measure passed by the legislature in 1998 raised benefit factors, and that a law requiring actual cost analysis has been ignored. It is interesting reading.”
