The case for a national security budget

A common reaction today, including among a number of the Democratic presidential candidates, is to demand cuts in defense spending. This is a logical argument. … But simply cutting Pentagon funding is not sufficient to address the persistent overreliance on the military and the concomitant failures of U.S. strategy. … To rectify this imbalance and integrate national security considerations across bureaucratic lines, Washington needs to fundamentally rethink the way it approaches the funding of its foreign policy. The United States should move toward a unified national security budget.
