University funding looms as pressure point in Illinois budget standoff

"...Already, six universities had their bond rating downgraded last week by Moody's Investors Service because of the state stalemate.   ... But in a delicate balancing act, many schools have been doing their best to present the situation not as a crisis but rather a bump in the usually bumpy road of Illinois budgeting.
